A full refurbishment with Top Mallorca Constructions is the complete renovation of a home in Mallorca – an apartment in Palma, a house or a villa – coordinated by a single team: permit, demolition, building services, layout and finishes.

You approve the itemised quote and every change before it is made; we are accountable for the result and the schedule.

Apartments in Palma

In an apartment, the refurbishment has to fit in with the community of owners: notice to the administrator, permitted working hours, the lift and a skip in the street. We organise all of this before we start, so the neighbours have no reason to halt the works.

Houses and older properties

Load-bearing walls, damp, timber floors or floors built on old joists: first comes the diagnosis, then the decision on what to keep and what to replace.

Villas

Outdoor areas, the pool, large-format windows and doors, and climate-control and irrigation systems: with a villa, the refurbishment also extends beyond the house.

Kitchens and bathrooms

Kitchens and bathrooms to villa standard, also as a standalone project

The kitchen and bathrooms account for a large share of the decisions in any refurbishment. We renovate them as part of a full refurbishment or separately, with the same team and the same standard of finish.

Bespoke kitchens

Building work and services, workshop-made cabinetry and a stone worktop, all in a single quote. The same team that does the building work measures up for the workshop, so the cabinetry and the worktop fit first time.

  • Island, peninsula or single-wall layouts
  • Stone, quartz or porcelain worktops
  • Tall units for ovens and integrated fridges

Bathrooms from the pipes up

Drainage, waterproofing and built-in taps go in before the stone is laid. If anything ever needs fixing, you deal with one company, not three different trades.

  • Flush-floor showers
  • Natural stone, porcelain or microcement
  • Niches and mirrors with integrated lighting

The right permit for your refurbishment in Palma

In Palma, a refurbishment goes through either a prior notification or a building permit (licencia urbanística), depending on which parts of the home it affects – and that determines when the works can start.

Type of workProcedure in PalmaWhen work can start
Simple interior work that leaves the structure and layout untouched (kitchen or bathroom, floors, painting)Type A prior notificationThe day after it is submitted
Layout changes of up to 60%, façade, windows and external doors, or partial work on floor slabsType F prior notification, with a qualified professional15 calendar days after it is submitted
Load-bearing structure, extensions, more than 60% of the layout or change of useBuilding permitOnce the permit is granted. Legal processing time: 3 months; actual average in Palma: 9 to 12 months, or 1 to 3 months through a private planning certification body (ECU)

Interior work costing under €3,000 and without a technical design requires no formal procedure, except in listed buildings. In Palma you also pay a 4% ICIO construction tax and a 2.61% planning fee, calculated on the cost of the works.

Frequently asked questions

Frequently asked questions about full refurbishment in Mallorca

Can’t find your question here? Ask us

How much does a full refurbishment cost in Mallorca?

A full refurbishment in Mallorca is quoted individually, item by item, because the price depends mainly on the condition of the existing building services, whether the structure needs work, the windows and external doors, and the level of finish. Taxes are added to the quote: VAT on refurbishing a home over two years old is 10% if the owner commissions it as a private individual and materials don’t exceed 40% of the price. In Palma there is also a 4% ICIO construction tax and a 2.61% planning fee.

How long does a full refurbishment of an apartment in Palma take?

The timescale for a full refurbishment in Palma depends first on the permit. If the work doesn’t touch the structure or change more than 60% of the layout, it goes through a prior notification (comunicación previa) and can start the next day or after 15 days. If it needs a building permit (licencia urbanística), the legal processing time is three months, but in practice Palma has averaged 9 to 12 months (February 2026). The duration of the works is set in the quote’s schedule, based on floor area and finishes.

Do I need a building permit for a full refurbishment of my home in Palma?

Not always. In Palma, simple interior work goes through a Type A prior notification (comunicación previa), and work that changes up to 60% of the layout, the façade or the windows and external doors goes through a Type F prior notification with a qualified professional. A building permit (licencia urbanística) is required when the work affects the load-bearing structure, extends the home, alters more than 60% of the layout or changes its use. Listed buildings in the historic centre also need heritage reports.

Can I refurbish my apartment without permission from the community of owners?

For work inside the apartment, yes: you only need to notify the administrator or the president of the community of owners beforehand, as long as the work doesn’t affect the structure, the façade or the safety of the building (article 7.1 of the Horizontal Property Act, Ley de Propiedad Horizontal). If the refurbishment alters the structure, encloses a terrace or modifies the building envelope, it needs the approval of three-fifths of the owners and administrative authorisation. It’s worth checking this before you apply for the permit.

What guarantee comes with a full refurbishment?

If the refurbishment requires a technical design (proyecto) because it affects the structure or changes the building’s configuration, the liability periods of Spain’s Building Act (Ley de Ordenación de la Edificación, LOE) apply: 10 years for the structure, 3 for habitability and 1 for finishes. For all other refurbishments, Top Mallorca sets out the guarantees in each contract according to the type of work and the materials, and remains your point of contact for any issue after handover.

What kind of home is a full refurbishment with Top Mallorca right for?

Top Mallorca’s full refurbishment service is designed for apartments, houses and villas in Mallorca where you want to renew everything or almost everything: building services, layout and high-end finishes. It particularly suits owners who want a single point of contact and a fixed, itemised quote, whether they live on the island or elsewhere. If you only need the kitchen or bathroom done, we also refurbish them separately, to the same standard of finish.
